Pass/fail thresholds for designs and surveys

Add pass/fail thresholds for projects. This would allow designers to show customers areas that pass or fail predefined metrics (Primary Coverage, Secondary Coverage, Tertiary coverage, Loss, SNR, Retry Rate, Jitter, Data Rate, and Co-Channel Interference).

This would help as a subsection in report where "remediation" suggestions could be made. Metric- P/F - Dropdown, add note, add zone where issue exists etc. The metric2... so a bulleted list can be had and info funnels into a customizable findings page.
