Use Onsite survey for Planner interference calculations

All the import of results form a survey into a planning project that would feed into the interference calculations and reports. This would allow for considering interference from other sources when placing APs.
The closer the the real world the simulation is the more accurate one can be when planning a project. Currently every project assumes a perfect environment with no neighbor networks and the only sources of interference are those manually added to the project.
