Standalone Template Reports

Report templates should NOT be tied to a project. They should stand alone.
Currently, to have a template, you need to pick from all the available templates in all the projects. This gets too cumbersome when you have too many projects.
There should be a section for any report designated as a “template” to be selected and nit toed to any project.

I would agree with this. TBH, it's still on its first iteration. I'm fairly surprised this has been so little of an issue to people so far.
